Stalemate the king with the queen, forcing the bishop to move, thus, the white king escapes from the corner.

It’s a good think-outside-the-box puzzle. Not winnable with a rook, however, because a rook cannot stalemate a king.
I also like that you asked for a plan, not variations. That is what helps a player get over the threshold towards positional thinking.
